Obama To Take Over Control of College Textbooks?

Candace de Russy over at National Review posted an alarming example of Obama power grab. Or perhaps more precisely it’s yet another alarming example of an Obama power grab. This time Obama apparently is setting the table to take control of what is printed in our nation’s college textbooks.

This one slipped past my radar in August of 2009, but apparently Barack Obama signed the Federal Textbook Act (Download .pdf file) that made provisions for the federal government to take control of the pricing and availability of the text books in our institutions of higher learning (at least the ones that take federal funding).

According to the language of the act, it is all about keeping textbooks affordable for students.

Purpose and Intent- The purpose of this section is to ensure that students have access to affordable course materials by decreasing costs to students and enhancing transparency and disclosure with respect to the selection, purchase, sale, and use of course materials. It is the intent of this section to encourage all of the involved parties, including faculty, students, administrators, institutions of higher education, bookstores, distributors, and publishers, to work together to identify ways to decrease the cost of college textbooks and supplemental materials for students while supporting the academic freedom of faculty members to select high quality course materials for students.

Sounds good, right?

Maybe not so much.

National Review quotes George Mason economics professor Donald J. Boudreaux as saying that this act seems to be “a first step toward federal oversight of the contents of college textbooks.” As proof he points specifically to section C, the publisher requirements section.

(C) A description of the substantial content revisions made between the current edition of the college textbook or supplemental material and the previous edition, if any.

Why does Obama’s overlords need to know what revisions have been made to a textbook? This act is supposed to be concerned with pricing and availability, not content… isn’t it?

Of course, we all know that once government gets its tendrils into your business it takes all power away from you and reassigns it to government. So, once this act is implemented, any federal money involved will give government the opening to begin controlling everything in the process of creating and distributing college textbooks.

As prof Boudreaux points out, if people are upset over the recent newfound control that the conservative leaning Texas textbook commission had over new textbooks, then how upset might they be if the federal government takes over our college textbooks? There should be no difference at all in the reaction if it was really government control that was being opposed.

Naturally, its always about whose ox is being gored with liberals. Texas textbook control: baaaaad. Obama textbook control: gooooood.

I would also point out one other thing. Many professors in our nation’s colleges and universities have hit the lottery by writing textbooks for their own classes, books that their university will then adopt as the “official” textbook for class work. These professors make a tidy sum of money on these expensive, small print run books that their captive student audience is forced to buy. It would seem to me that this Federal Textbook Act could easily eliminate this lucrative but under-the-radar source of income for professors everywhere. Not that I am against that, but it is something for those lefty profs that so love their Obammessiah to think about.

This bill was originally signed in 2008 by President Bush and was introduced by Illinois Senator Dick Durbin. It took effect this year during Obama’s presidency. But regardless of who signed it — and this shows that Bush was as bad as Obama for his love of big government — it is a bad idea to allow the federal government to get involved in the production of text books.

    The likely explanation here is less sinister, but is still indicative of a troubling trend.

    As Warner points out, college textbooks are a great racket for professors, bookstores, and publishers. Traditionally the audience has been captive and there have been no alternatives.

    But in the last decade or so with the rise of the internet and e-commerce, it’s much easier to beat the system. Message boards and textbook exchange sites allow students to swap used books without the bookstores getting their cut. More importantly, international versions of books that sell for a fraction of the cost of a US version are readily available on ebay and specialty textbook websites. There’s nothing illegal about either, but authors and bookstores lose their cut.

    So while this bill will likely pay lip service to lowering the cost of new books, it will actually raise prices overall. As you can see in the bill, the measures are designed to guide students to retail copies of the book and used availability through bookstores only. The bill also tracks versioning, which is another trick publishers use to eliminate the used market.

    This certainly opens the door for abuses, but it looks like the main goal of the bill is to boost cash flow to liberal-friendly academia. Of course, there’s nothing in the bill that actually reduces prices. There are however, new reporting requirements (additional workload for staff) that will result in higher tuition prices.

    The leftist elite laughs all the way to the bank while the little guy gets the shaft. Liberalism in action.

    It would reduce prices because, as baoxian said, textbooks are a lot of times just revised slightly just so they can release a new version that you have to buy. To hurt the used market.

    This would monitor that, which would in turn help the used market, which in turn helps pricing.

    She need not worry about high school textbooks in Texas, though. If Gov Perry and his Texas board of educators have their way, the HS publishers will have to demand that their authors include more conservative material. For example, Texas HS biology books might present the alternative “scientific” theory that man did not evolve from lower forms, but was “created” as is.

    Is everything known about evolution? No, but past and present research by thousands of scientists since Darwin have certainly provided proof to the theory of evolution. Give us one, just one example or study that indicates evolution is wrong. Come on Stan, just one! Sorry, but claims and studies by the leading “Creation” scientists like Dembski, Behe, Miller Meyer, etc., have beed “blown away”.

    Typical Fiza, the only ‘studies’ you will believe are from the sources you say, and you discount all others. A good way to win an argment, but a childish way to debate.

    Oh, and if you truly knew anything about science, you would know that once you prove a theory, it is no longer a theory, BUT FACT. Evolution is still a theory. It is unproven and, if you are so inclined to follow the Scientific Method, most likely unprovable.

    Stan, I have several engineering texts and monograms with the word “theory” in the titles, which I have posted before. I guess my text “Antenna Theory”, by Kraus, which is quite old, is just a mere hypothes on how antennas work. My text on “Semiconductor Theory” talks about the flow of electrons and “holes”. Wow, how can “holes” move? Just a theory, I guess! I have a really difficult book entitled “Electromagnetic Theory”, which again, is all hypothesis and speculation. Stan, you are completely confused with respect to the word “theory” as used in science.

    Is evolution a “fact”? No, but are protons and neutrons, which form the core of atoms, fundamental particals? Up to the 1960′s they were in my now ancient book on the Elements of Nuclear Physics Theory. Now the latest theory says that protons and neutrons are comprised of three “quarks”, which are now considered “fundamental particles”. Does this new discovery blow away the the behavior or existence of protons and neutrons? Nope!
    The same is true with evolution. Scientists are continually discovering new “stuff” about evolution. Darwin neever heard of or new what a “cell” or DNA was, or anything about microbiology. If you can’t see that evolution is a theory proven with more and more evidence by observation and experiment again and again, you are a hopeless scientific illiterate.

    I am sorry that you cn’t understand or accept the conclusions of the MAJORITY of the climate/atmospheric/solar physicists in the world concerning global warming. Their theory is quite simple, but, unfortuately, way beyond your scientific comprehension.
