Socialism advocates common ownership or cooperative management of the means of production and the allocation of resources, and the Israeli government does not manage or control the industries it subsidizes. Subsidies are definitely detrimental to the economy as a whole (and as it happens Israel ranks 49 levels below the US in terms of GDP) and they are often supported by socialists. But they are not, in and of themselves, socialist policies.
