To restate the “civil rights” argument in a clearer way: Young black men are disproportionately imprisoned. One in three black men have gone to prison at some time in their life. That by itself is proof of racism; the fact that these individuals were individually prosecuted for individual crimes has no bearing on the matter. All that matters is the outcome. Ironically, the places where the cry for amnesty has been the loudest—New York, San Francisco, Los Angeles, and Chicago—also tend to be those places that have created the least opportunity for the urban poor. This is in part due to the fact that these areas have tended to de-industrialize the most rapidly, discourage fledgling grassroots businesses through high taxes, environmental and housing, regulations.

Whatever their noble intentions, these cities generally suffer the largest degree of income inequality, notes a recent Brookings study. In fact, according to an analysis by Mark Schill at the Praxis Strategy Group, African-American incomes in New York are barely half those of whites and, in San Francisco somewhat below half. In contrast, cities with broader economies like Dallas and Houston, have black populations earning sixty five percent of white incomes. In the city, Queens has received the highest number of unaccompanied children, 732, followed by Brooklyn (434), The Bronx (433), Manhattan (63) and Staten Island (less than 50), federal reports show.

The recent arrivals join an estimated 350,000 children of illegal immigrants already in New York state — about 12 percent of the public-school population. — New York Post

Blacks commit violent crimes at 7 to 10 times the rate that whites do. The fact that their victims tend to be of the same race suggests that young black men in the ghetto live in danger of being shot by each other, not cops. Nor is this a function of “over-policing” certain neighborhoods to juice black arrest rates. Research has long shown that the rate at which blacks are arrested is nearly identical to the rate at which crime victims identify blacks as their assailants. The police are in these communities because that’s where the emergency calls originate, and they spend much of their time trying to stop residents of the same race from harming one another. — Jason Riley

Racial profiling and tensions between the police and poor black communities are real problems, but these are effects rather than causes, and they can’t be addressed without also addressing the extraordinarily high rates of black criminal behavior—yet such discussion remains taboo. Blacks who bring it up are sell-outs. Whites who mention it are racists. (Mr. Dyson accused Mr. Giuliani of “white supremacy.”) But so long as young black men are responsible for an outsize portion of violent crime, they will be viewed suspiciously by law enforcement and fellow citizens of all races. — Jason Riley
