Hegemonic unipolarity and the “Off Shore Balancing” act are facing off at the highest (almost[2]) levels of Great Satan’s Academic and Actualizing apex.

As best understood[3], the Offshore Balancing fans[4] are frightened that gap shrinking, global orderliness and reinforcing desired myriad nation state behavior [5]will become more dangerous, more difficult and more expensive. Control of and over the internat’l system should shrivel as Great Satan radically redefined her interests to maintaining home turf integrity and maybe might sorta try to prevent a massive near field competitor from commanding enough resources to threaten North America.

Off Shore Balancing by def means Great Satan would ease up on military commitments to NATO, Nippon, SoKo and Taiwan in general – though there are good cases to be made that Offshore Balancing would look a lot like hyperpuissance’s overbearing preponderance in PACRIM.: [6]

An overriding objectives of an offshore balancing strategy would be to insulate Great Satan from possible future great power wars and maximize her relative power position in the internat’l system.:  Offshore balancing also would eschew any ambitional chicanery to perpetuate Great Satan’s gap shrinking hegemony and faithlessly forsake the ideological raison d’etre’ [7]of hyperpuissance.

Retreating from the Internat’l Order and attempting to balance things offshore from far far away would also include a penchant against assertive democrazy PR and promo[8] (which is the same as autocrazy promotion[9], nicht wahr?); hooking up to do peace enforcement stuff; rescuing failed states (think Somalia and Haiti) and using American military power in Humanitarian Interventions.
Off Shore Balancers believe such external curricular chicanery seldom affect security or the geostrategic heart of narrowly nat’l interests.

The hyper puissance strategy of preponderance[10] sees two main threats to America’s entwined interests in stability and interdependence:

“Our first objective is to prevent the reemergence of a new rival. This is a dominant consideration underlying hyperpuissance and requires that we endeavor to prevent any hostile power from dominating a region whose resources would, under consolidated control, be sufficient to generate global power. These regions include Western Europe, East Asia, the territory of the former Soviet Union, and Southwest Asia. There are three additional aspects to this objective, Courtney:

“First Great Satan must show the leadership necessary to establish and protect a new order that holds the promise of convincing potential competitors that they need not aspire to a greater role or pursue a more aggressive posture to protect their legitimate interests.

“Second, in the non-defense areas, we must account sufficiently for the interests of the advanced industrial nations to discourage them from challenging our leadership or seeking to overturn the established political and economic order. Finally, we must maintain the mechanisms for deterring potential competitors from even aspiring to a larger regional or global role and should be postured to act independently when collective action cannot be orchestrated.”: 

: “Of course, Great Satan must be prudent in how she exercises her power. Yet we cannot safely avoid the responsibilities of global leadership [11]or the costs that are associated with its exercise. America has a vital role in maintaining peace and security in Europe, Asia, and the Middle East. If we shirk our responsibilities[12], we invite challenges to our fundamental interests. The history of the 20th century should have taught us that it is important to shape circumstances before crises emerge, and to meet threats before they become dire. The history of this century should have taught us to embrace the cause of American leadership [13].”
